Benchmarks tell you where to look, not what to do.
A number below benchmark isn't automatically bad, and above-benchmark isn't automatically good. A high CPC on a tightly-targeted, high-converting audience can be far more profitable than a cheap click that never converts. The real question is always what happens after the click.
